CE Marking
The marking that declares a product meets the EU harmonisation rules applying to it, backed by a conformity assessment.
Aliases: CE mark, Conformité Européenne, CE 认证, CE 标志
What the mark means
CE marking is a declaration by the economic operator that a product conforms to the Union harmonisation legislation that applies to it. It is not a certificate issued by the EU, and there is no single CE authority. The mark is affixed by the manufacturer, or by the importer when the manufacturer is outside the Union, after a conformity assessment procedure defined by the relevant directive or regulation.
The legal frame for the mark itself is Regulation (EC) No 765/2008. The technical content comes from the product-specific rules.
Which products need it
CE marking applies only where a directive or regulation requires it. Frequent examples for consumer goods:
- Electrical equipment under the Low Voltage Directive and the EMC Directive
- Radio equipment under the Radio Equipment Directive
- Toys under the Toy Safety Directive
- Personal protective equipment, medical devices, machinery
- RoHS restrictions on hazardous substances
A product outside those scopes should not carry the mark. Affixing CE marking to an in-scope product without the underlying assessment is treated as misleading and is enforceable.
The conformity route
- Identify every directive or regulation that applies, not just the obvious one
- Run the applicable conformity assessment, self-declaration for many products, notified body involvement for some
- Compile the technical file and the declaration of conformity
- Affix the mark and the required identification
- Appoint an EU responsible person where the manufacturer sits outside the Union
The declaration of conformity is a legal document. It names the product, the directives applied, the standards used and the person signing on behalf of the company. Generic templates that name no standard are a common audit failure.
Interaction with substance and safety rules
CE marking does not sit alone. RoHS restricts substances in electrical equipment, REACH covers chemicals and articles, and the GPSR adds general safety duties. A product can hold a valid declaration and still fail because a substance restriction or a warning requirement was missed.
What platforms check
Marketplaces increasingly request the declaration of conformity and test reports as part of listing or seller verification reviews. The document set should match the SKU actually shipped, including model numbers and factory identity.
Limits
CE marking is a self-declared system for most consumer goods, which is why enforcement relies on market surveillance after the product is on sale. The mark is not a quality grade and says nothing about performance beyond the essential requirements.
